A controversial planning application which would have seen an offices-to-flats conversion in Dorking's dedicated business park is to be rejected after it was flagged by the Health and Safety Executive.Developers had applied to convert Blackbrook House in Dorking Business Park into 17 flats and Mole Valley District Council would not normally have any grounds to object due to current planning laws.
